Balance Adjustments
Industrial Ship Adjustments
Three industrial modules have been moved from low slots to mid slots (open the ship menu and select "Unfit All Module" before re-fitting them)
Industrial Command Module. Reduced the powergrid requirement by 20%, and increased the drone mining amount bonus from +225% to +240%
Industrial Enhanced Module. Reduced the powergrid requirement by 10%
Industrial Core Module. Reduced the powergrid requirement by 10%, activation time by 16.7%, and fuel consumption by 16.7%
Expert Industrial Command Technology. Increased the bonus to drone mining amount, damage, and effective defense for Mining Foreman Module from +5% to +10%
Orca. Gain +1 Mid Slot
Rorqual. Gain +1 Mid Slot
Noctis and Noctis II. Changed to advanced skill bonus, and they no longer require expert skills
Auto Salvager. Increased the base range from 10/12.5/15km to 12/15/18km

Modules
Repair Tactical Module. Removed the -20% damage penalty, reduced the capacitor recharge time penalty from 20% to 10%, increased the shield recharge and armor repair bonuses from +20% to +50%, and adjusted the ship velocity penalty from -20% to -25%
Sniping Tactical Module. Adjusted the damage bonus and scan resolution bonus from base value +25% to final value +25%
Rapid-firing Tactical Module. Adjusted the scan resolution from base value +120% (BUG) to final value +25%, and tracking speed from base value +20% to final value +20%
Capital Energy Nosferatu. Increased the energy transfer effect by 17%-25% (increases with metalevel)
Capital Energy Neutralizer. Increased the energy neutralization effect by 14%-27% (increases with metalevel)
Damage Control. Removed tech level restrictions
All lasers, railguns, cannons, and missiles: Removed tech level restrictions
Capital Emergency Hull Energizer. Increased the passive armor resistance from +15% to +20% and the hull resistance from +15% to +25%. When activated, it cannot be shut down by support projection jamming. Removed sensor strength bonus
Armor Plates and Titanium Alloy Armor. Tech level restriction removed, and reduced the capacitor consumption by approximately 25% (varies by model)

Ships
The four models of Cruiser II have their shield recharge time reduced to 900 seconds, and gained a new bonus: -37.5% signature radius penalty for warpdrives. The faction-specific resistance bonuses are now base bonuses and no longer require skill training
Omen II. Adjusted the medium laser activation time bonus from -6% to -5%, capacitor consumption from -12% to -10%. Replaced the -5% inertia modifier with: +5% laser damage and +10% laser range (per level)
Caracal II. Adjusted the medium missile/torpedo activation time bonus from -6% to -5%. Replaced the ship velocity +5% with: Missile flight time +5% and missile damage +5% (per level)
Vexor II. Adjusted the drone damage bonus from +25% to +30%. Replaced the -5% inertia modifier with: Drone velocity +5% and drone tracking speed +5% (per level)
Stabber II. Adjusted the medium cannon activation time bonus from -6% to -5%. Replaced the flight velocity +5% with: Medium cannon damage +5% and shield boost effect +7.5% (per level)
Sunesis: Reduced the shield recharge time to 750 seconds and reduced the claim insurance points by 12.1%
Gnosis: Reduced the shield recharge time to 1050 seconds and reduced the claim insurance points by 15.6%
Praxis. Gain +1 High Slot. Reduced the shield recharge time to 1200 seconds and reduced the claim insurance points by 20%
Praxis II. Reduced the shield recharge time to 1200 seconds. Increased the turret and missile damage from +60% to +100%, and drone damage from +100% to +150%. Gain base flight velocity +25% and scan resolution +25%. Removed all additional bonuses from training skills. Reduced the claim insurance points by 30%
Lucent-Moon: Gain a new bonus: +60 seconds activation time for Capital Emergency Hull Energizer
Cobra: Gain +1 Mid Slot. Increased large drone damage bonus from +13% to +15%
Annihilator. Gain +1 Mid Slot
Marzio: Gain +1 Mid Slot and a new bonus: -100% cloaking locking delay
Azazel: Reverted the ship trait adjustment, and reduced the armor plates bonus from +75% to +50%. Gain a new bonus: Entangling beam range +20% (per level)

Implants
Optimized the descriptions of implants like Sniping Technology and Tactical Missile.

Barrage Repression
The base reload time for ammo is shortened with implant levels, from an initial 30 seconds to 25.5 seconds (at max level)
Repression Mode: Increased the base tracking speed bonus from +12.5% to +25%
Reload Reinforcement Unit: After triggering continuous loading, increased the number of ammo reloaded 3 to 4

Sniping Technology
Increased the passive tracking speed bonus from +24% to +30% (at max level)
Increased the passive damage bonus from +12% to +15% (at max level)
Reduced the base activation time from 5.5 seconds to 4.6 seconds, remaining unchanged at 1 second at max level
Reduced the basic cooldown time from 90 seconds to 60 seconds

Warhead Charge
Range-extending Warhead. Adjusted the flight time bonus from +30% to +37.5% (at max level)
Four types of attack warheads. Increased the damage bonus from +400% to +425% (at max level)
Warhead Reinforcement Unit: Increased the velocity bonus from +2%~10% to +3%~15%

Support Projection
Range-extending Warhead. Adjusted the flight time bonus from +30% to +37.5% (at max level)
Firepower Support Warhead: Adjusted the damage bonus from +12% to +12%~21% (at max level)
ECM Warhead. Reduced the damage penalty from -20% to -15%
EMP Warhead. Adjusted the damage penalty from -35% ~ -27.5% to -20% ~ -11%. Reduced the capacitor damage ratio from 20% to 15%
Electronics Reinforcement Unit. Increased the ECM chance from +0.2%~1% to +0.3%~1.5%

Tactical Missile
Increased the passive damage bonus from up to +50% to +60% (at max level)

Automatic Defense
Micro Scrambling. Adjusted the activation time/restart time from 30/60 seconds to 45/45 seconds
Efficiency Reinforcement Unit. Adjusted the skill activation time and effect cooldown time bonus from -2 ~ -10 seconds to -3 ~ -15 seconds

Skills
Combat skills for Frigates, Destroyers, and Cruisers have been adjusted to be trainable without tech level restrictions. This includes skills like Ship Operation, Defense Upgrades, Engineering, Small Weapons, Medium Weapons, Shield Hardening, and Armor Hardening

The Kalevala Expanse
Fleet creation of any form will be completely prohibited within the region
Everyone's name will no longer be public within the region, and will be shown as "Unknown Capsuleer" in space and the overview

New Event
Relics Scramble Open
Sleeper relics have been discovered in some low-security systems, and the major Empire Militias are recruiting Capsuleers to explore them. Travel to these systems, defeat Sleepers and other faction's Capsuleers to earn rewards such as merits and LP.
Event Duration: Long-term
How to Participate:
In the events interface, join one of the four Imperial Militia factions as an individual.
Open the Star Charts and the Event Interface to see which systems are at war. Use autopilot or long-distance cloning to enter the system.
After joining the Militia and entering the system at war, you may warp to a relic site for exploration.

How to Explore:
Combat: Warp to large relics through the overview, defeat Sleepers and other faction's Capsuleers to obtain loot and merits
Scanning: Use the scanner to discover small relics, which will not be directly shown in the overview
Data Collection: Gain LP by collecting relic data. Large, medium, and small collection stations are suitable for ships of different tonnages, and there are no extra-large collection stations

Rank Promotion:
After joining the Militia of one of the four major Empires, you can earn merits and advance your rank by defeating enemy faction's Capsuleers. If you leave the faction, your rank will be reset to Lieutenant.
When defeating enemy faction's Capsuleers, all participants will earn an amount of merits (the Capsuleer landing the final blow will earn more). If the participant's rank is more than 3 levels higher than the defeated Capsuleer's rank, no merits will be awarded.
If you destroy a Capsuleer from the same Militia, the sentry guns will attack you. In addition to the warning timer penalty, you will also lose double the merits.
Additionally, participating in the Faction Wargames can earn you ranks granted by CONCORD, which coexist with the ranks of the four major Empires but cannot be directly transferred to the Empires' Militias

Insurance Discounts:
If a Capsuleer joins the Militia and is destroyed by other Militia's members in a system at war, the faction insurance companies will provide bonus compensation for the Insurance Points actually spent on such losses.
The current additional compensation rates are: 75% for Regular Ships and 25% for Capital Ships

Notes:
After joining the Militia, they may be attacked by other Militia's members in systems at war, and CONCORD will not prevent such combat. This will disregard the Capsuleer's Corporation's standing with the Alliances.
Capsuleers not enlisted in the Militia are unaffected in systems at war.

Militia Supply Store
Event Duration: Long-term
The supply stores of the CONCORD and the Empires accept LP and mainly offers supplies such as faction modules, blueprints, and materials.
Valuable items in the store can only be redeemed after reaching certain ranks.
This store will be updated regularly and will eventually replace the LP Store. Capsuleers should redeem items from the Loyalty Point Store as soon as possible if they need anything from it.

Voyage Ceremony Recording
CONCORD will restore the data from the corporation's Voyage Ceremony and create a highlight compilation clip, which will be uploaded to relevant websites for Capsuleers to enjoy again. Please stay tuned for more details
