In this vast universe, we collectively experience the infinite possibilities of exploration, combat, and cooperation. The sandbox nature of New Eden grants every Capsuleer the freedom to develop. However, over time, we have noticed that some Large Alliances have grown to over 5,000 or even 10,000 members, their power far surpassing all other Corps. This immense strength has, to some extent, affected the game's balance and diversity, as well as the potential for interaction and cooperation among Capsuleers, forming a certain degree of "Monopoly." To maintain the ecosystem and vitality of New Eden, and to provide more fun and strategic possibilities, we plan to implement significant updates to Alliances and Diplomacy, including the following three aspects:
Alliance Sustention Fee, Diplomacy Sustention Fee, and Alliance Size
We plan to spend 2-3 months gradually raising these Fees and imposing a stronger size limit, making it easier for Capsuleers to notice this important change and reorganize their Alliances and diplomacy before the rules update.
1. Alliance Size
Remove the Alliance Management skills. Capsuleers can reset it to Free Skill Points for free.
To be compatible with existing data, the default maximum Member count of an Alliance will be increased to 30. With the update to the Alliance Sustention Fee, there might be a possibility where the max member corps count will be reduced.
2. Alliance Sustention Fee
Current
The weekly Alliance Sustention Fee (ISK) is: Number of Corps x 2 Million
After Adjustment
The weekly Alliance Sustention Fee will increase in tiers based on the maximum Member count of the Alliance.
No more than 5 Member Corps. Total Fee = Number of Corps x 20 Million
3. Alliance Creation
To enhance the sense of belonging to an Alliance and give Alliances more significance, we will make the following adjustments to Alliance creation:
At least a level 5 Corp is required to create an Alliance.
After creating an Alliance, you cannot create another one for 180 days.
4. Diplomacy Maintenance Fee
Currently, you can add up to 255 Corps, Alliances, or Capsuleers as diplomatic targets without maintenance fees. After the adjustments, different fees will be charged based on the target and relationship.
Capsuleer "Diplomacy"
Capsuleers are not groups. "Diplomacy" here refers to a Corp or Alliance declaring a Capsuleer as an enemy or ally.
After the update, it still requires no fee. There could be a total of 200 friendly or hostile relationships altogether.
However, Capsuleers cannot add Alliances or Corps as contacts. Only Capsuleers can be added as contacts.
Hostile Diplomatic Relations
Adding hostile diplomatic entities does not require a fee. We will introduce the Declare War feature in the future (which will require a war declaration fee).
Friendly Diplomatic Relations
Adding friendly entities costs ISK, with CONCORD declaring and maintaining the legality of the diplomatic relation. The fees for Alliances and Corps differ. Please see the table below for details:

Excess and Arrears
If the number of Corps or Alliances a Capsuleer has added as friendly entities exceeds the limit, Corp and Alliance management personnel will need to manually remove some diplomatic entities in the Diplomacy interface. Otherwise, all Corp or Alliance diplomatic relationships will become Neutral. Once the excess diplomatic targets are removed and the number is reduced to the allowed range, the remaining diplomatic relationships will automatically be restored.
If the diplomacy maintenance fee is in arrears, diplomatic relationships will also become Neutral. They will be restored after the balance due is paid.
Within the next three months, we will gradually increase the Alliance Sustention Fee and diplomacy maintenance fee over multiple adjustments. We will continuously monitor whether these adjustments have a positive impact on the scale of Alliances and diplomatic gameplay and will introduce more refined plans based on Capsuleer feedback. Our envisioned maximum number of Alliance Member Corps is 10-15, with up to 3 friendly Alliances.
Through the above adjustments, we hope New Eden will blossom with more exciting stories, offering more opportunities and changes and allowing each Alliance and Corp to have its own unique story. We also note the concerns of Capsuleers regarding the complexity of Corp management, the cost of piloting ships, and the difficulty of skill training. In the future, we will make more significant adjustments and optimizations to insurance, market, and construction, enabling Capsuleers to participate in the universal market, construction, insurance, and delivery systems more easily and be more willing to pilot their favorite ships across the universe.
